What is epilation

Have you wondered how many different types of hair removal exist today? Have you felt confused with all the different terms, used in this field? I don't blame you. I felt the same way before I started researching.


I didn't know what the difference was between epilation and depilation. These two words sound very similar but the final results are quite different.


They are both used for hair removal, but with the epilation the entire hair is removed from the follicle, whereas with the depilation the hair is removed only to the surface of the skin . This is the reason why with epilation the hair grows a lot slower compared to depilation.


There is another thing, too. Depilation refers only to temporary hair removal. The most popular methods for hair removal through depilation are: shaving, depilatory and friction.


On the other hand epilation can be temporary and permanent. The different methods here are: temporary - electric epilators, waxing, sugaring, tweezing; permanent - laser, photo epilation, electrolysis.


Let’s discuss in more detail how the different types of epilation work.


Electric epilators have rotating heads that grasp the hairs and pull them from the follicle. This method is slower than waxing, as it can't pull many hairs at the same time.


Waxing is when you apply a layer of either hot or cold wax directly on the skin, which then you quickly pull with the help of a piece of cloth. It’s fast end effective but it’s also painful. People who use waxing on a regular basis say after the first several times the body gets somewhat used to the pain.


Sugaring is very similar to waxing. The only difference is that you use sugar-based substance instead of wax.


Tweezing refers to hair removal using tweezers to pluck hair from the follicle. It’s an effective method but it’s very slow at achieving the final task.


Laser refers to a method in which a beam of laser light is projected on your skin. This beam is then attracted by the dark color of the hair. It also causes permanent damage to the follicle. Although the laser hair removal is pain-free there are some limitations to it. First, it mainly works on dark hairs and fair skins. If you are dark tanned the laser hair removal will not be very effective. Second, there aren't strong evidences that this method provides a real permanent hair removal. Third, it’s quite expensive.


Photo epilation, also known as pulsed laser, is a newer method, very similar to the laser hair removal procedure. A pulsed light beam is used to destroy the follicle’s ability to produce new hair. This method is effective for any colors and types of skin but might be quite expensive, too.


In the electrolysis each hair is treated individually. A needle-like device is injected into the follicle and then an electric charge is run through it. This way the follicle roots are permanently damaged. This is a very effective method, but it’s somewhat painful and it’s also very slow.

The fishing history

The next time you drop a line in the water off the side of a boat equipped with the latest sonar devices, dig into the cooler beside your feet for a favourite beverage and kick your feet up to enjoy a relaxing day of fishing.


Fishing is one of the oldest activities known to man. Archaeologists have found ancient dumps of shell and bone, cave paintings depicting fishing and even hooks made from bone. There is even a theory that states we might be closer to the fish we try and catch than we think. The "Aquatic Ape Hypothesis" contends that human beings spent a time living by and catching their food from the shallows of lakes and oceans. The controversial theory contends years of living that helped us to look different from the apes and chimpanzees thought by some to be our ancestors because of this time evolving by water.


The ancient river Nile was an angler's paradise. The Egyptians relied on fresh and dried fish as a staple in their diets, and the various methods they used have been well represented in many ancient representations from their lives. Although they had some tools like nets, baskets and even hooks and lines, the fish caught were often clubbed to death. Perch, catfish and eels were among the most important catches in the Egyptian times.


The other bed of civilization, Greece, did not share Egypt's love of fishing. Still, there is a depiction on a wine cup from 500 BC that shows a boy kneeling over a stream with a live capture net in the water below him. It's unclear why the boy was 'fishing' however, since the device is clearly for live capture. There is also evidence the Romans fished with nets and tridents off the sides of boats. One of their most famous Gods, Neptune, is depicted usually with a fishing trident. There are references to fishing in the Bible, too.


Perhaps the most recognizable tool for fishing is the hook. No one knows for certain, but it's quite probable prehistoric man was using some form of a hook over 40,000 years ago. Experts have had some problems pinning down exact dates since they know most of the materials used back then were most likely wood and not very durable. British Isle anglers catch fish with hooks made from the hawthorn bush, right up to the present day. Although Stone Age man had the tools necessary for making bone hooks, it is hard for scientists to get exact dates since bone does not define its age well. The oldest known hooks have turned up in Czechoslovakia, but others have turned up in Egypt and Palestine. The Palestinian hooks are believed to be over 9,000 years old, proving that fishing has been around for a very long time indeed.


Indians on Easter Island made their hooks from a gruesome material. Since human sacrifices were abundant in the area for some time, the natives made their fish hooks out of the most plentiful material around - human bone. Fish hooks made of human bone were the norm there until missionaries arrived at the turn of the last century. In addition to hooks made of stone, bone or wood, ancient man often combined material to make composite hooks with barbs that kept the bait on.


Affordable non-drug solution to insomnia

Up until recently, there were four choices for persons with Insomnia. These were:

1. Do nothing, suffer and hope it'll get better with time. This is the sad choice of many, and it doesn't work. They most often get worse.

2. Start taking one of the huge advertised array of drugs, and then often taking other drugs hoping to solve the side effects as they show up. This is known as the drug “side effect chain”. (My ex-wife once ended up taking six different drugs in this way, and the end effect was that she got worse instead of better - a not uncommon result)

3. Pay exorbitant amounts of money for EEG Biofeedback (Neurofeedback) training. This has been the best solution up to now. The overall success rate (with good and bad clinicians) is considered to be about 85%. But, the cost of 60 (recommended) half hour sessions with a "professional" at $4500 to over $10,000 is above the ability of most mid and low income families.

4. Try various allergy clinics to try to find the allergy/sensitivity responsible, and also do all the various tests for mineral toxicity (mercury, copper, arsenic, cadmium, etc. This is also pretty expensive, with the very best system (End Point Titration) costing upwards of $10,000. Now, there's another choice. I invented a new method of changing brain wave amplitude (up or down) that is similar to EEG BF, but is inexpensive enough to give mid and low income families a choice besides expensive and dangerous drugs. It's auditory messaging used mostly during sleep. Instead of changing behavior as is "usual" with this technique, it does the same thing that EEG biofeedback (neurofeedback) does, i. e. it raises the SMR brain wave (12-14 cycles per second - Hz), while lowering the Theta brain wave (4-8 Hz) at the same time.

For those who aren't familiar with EEG BF, this is the most effective brain training mechanism that best solves this particular brain problem. (It also solves ADHD, insomnia, IBS, epilepsy, and even many cases of schizophrenia. There is substantial proof of this effectiveness of EEG BF, and a summary of professional papers can be found at:

In my former practice as an Orthomolecular Psychologist, I had used auditory messaging with good success, and in 2004, I realized that it should be possible to use this technique to do the same thing that was done by the expensive EEG Bf units and a computer. Instead of going thru the conscious mind of the "trainee" to affect the unconscious, why not go directly to the unconscious mind?

After more than two years, three clinical trials, and extensive testing utilizing volunteers who paid for the right to participate, I proved the following:

1. The Bate Auditory Brainwave Training (Patent Pending) Is very similar to EEG BF and accomplishes the same “basic brain training” with these following minor differences:

a. It compares with one night sleep being almost equivalent to one half hour session. Individuality is part of the picture of course, but in our tests of 11 persons suffering from insomnia, all except one got dramatic results within a few weeks, and in some cases a few days. That one was in the original tests, and was frightened by the Hawthorne Effect (see below), and quit using the system.

In the last test, this possible effect was discussed beforehand and warned about, and while it occurred in a few cases, it did not deter any of the volunteers, as it had done in earlier testing. (This is NOT a dangerous "side effect" such as can be caused by all drugs! It can cause minor discomfort in a few individuals for only a day or so at worst.)

c. Motivation is no longer a huge factor as it is in EEG BF. Both the parents
and the child have to motivated to continue long weeks of training, and if the training is stopped before an end point, some, or most, of the gain is lost.

2. This system costs under $200, and that is a one-time fee only. It can be used for as long as it takes. (With Autistic children, it can take up to 200 EEG BF sessions). The system is composed of two basic CD's. The first is the actual Audio Training program, playable on any CD player, boom box, etc. The second CD is a computer disk that has several other programs useful as adjuncts to this training. - help you to build a database of potential clients through associated e-courses or a newsletter.


So far you probably haven't heard anything you didn't already know. What YOU are likely to be struggling with is the process of actually writing the article. Sure, you can come up with the content - but how do you really grab those readers? How do you keep their attention all the way through? And most importantly, how do you make them want to come back for more?


Let's assume that you understand the basics of constructing and editing an article (it has a beginning, middle, and an end and you know how to check the grammar and spelling.) Most of us can manage that. But if you're not content with simply "getting something out there" - if you want to WIN readers - then you need to start thinking about what they want to know, rather than what you want to tell them.


Put your readers first - every time. Give them what they want, and they'll be queuing up to read anything you produce. Give them something bland (or worse, blatantly self-serving) and they'll blast by you so fast you'll be spinning in the back draft.


The following four steps will give you a blueprint for writing articles that captivate your readers - whatever the topic.


== 1. Find Out What Your Readers Really Want ==


Sometimes you'll know what they want because you're an expert in the field, and understand the problems. If you don't know the subject area well, you'll have to do more research. Look for forums on your topic and see what people are discussing. What are the problems that need solving? Can you provide an answer? ("If they have a headache, give them an aspirin.")


== 2. Start With An Attention-Grabber ==


Spend time working on your opening. Try to avoid trite questions like "Have you ever wondered why so many people find it difficult to lose weight?" Firstly, it's dull. Secondly, it's not targeting the person reading the article - what do they care about the difficulties "many people" have with losing weight? They only care about THEIR weight problem!


Try to come up with an opening paragraph that gives the reader that warm "Hey, this is about me!" feeling right away. Better still; try to generate a rush of excitement - "This could be the answer I've been looking for..."


Example: "The diet gurus make it all sound so easy: to lose weight, all you have to do is expend more energy than you take in. Huh! If it were that simple, the "Big People" stores would be out of business in a heartbeat. Luckily for those of us who are tired of diets, gyms and dull group meetings, there is a back-to-basics way to tackle this. A way that won't cost you a fortune or leave you feeling deprived."


== 3. Write As You Speak... Then Edit! ==


The sample opening above also illustrates the importance of the tone you use in your article. You need 'meat' in each article, of course, to make it worth reading - but make sure it's not indigestible!


You're better off writing your article in a natural, relaxed style that's akin to normal conversation. It doesn't matter if the first draft is a little too informal - you can fix that when you edit. Naturally you don't want to irritate your readers with a too-breezy style, but too-formal is worse. Readers may want facts, tips, and strategies, but they hope to be entertained, too! Let your personality shine through.


== 4. End On A High ==


What's one of the biggest problems with most articles? They fizzle out! Writers often don't know how to end on an upbeat note. They either just stop dead or they come up with a trite ending like: "So what are you waiting for? Get started today!"


The beginning and the end of your article are the two parts that make the biggest impression. Start by creating a feeling of anticipation... and leave them feeling satisfied (or excited) when you finish.


If you are offering advice to help them solve a problem (like obesity) gives your readers a reason to feel optimistic and good about them. Don't make rash promises... but do offer hope. If you are giving hints on marketing or business, sum up the benefits of acting on your tips. You can also experiment with using a pithy/humorous quote, or giving readers a specific action to get them started. Be creative - and don't rush it.


Here's a final tip: create an article-writing cheat-sheet for yourself. Divide it into beginnings/middles/ends and add more useful strategies as you think of them. (For example, using the tips in this article, you might write: ENDINGS - end on a high, offer hope, use funny quote, suggest action to get started.)


Do this, and you'll be steadily cranking out articles that everyone wants to publish!

Most of us have heard of stock indexes, but have only a fuzzy idea of them at best. This article aims to clarify some of the basics of stock indexes -- what they are and how they work.


What Is A Stock Index?


A stock index is simply an average price for a large group of stocks, either those on a particular stock exchange or stocks across an entire investing sector. Indexes are formed from stocks with something in common: they are on the same exchange, from the same industry, or have the same company size or location. Stock indexes give us an overall snapshot of the economic health of a particular industry or exchange.


Many stock indexes exist; in the United States the most well known are: the Dow Jones Industrial Average, the New York Stock Exchange Composite index, and the Standard & Poor 500 Composite Stock Price Index.


How Does It Work?


There are several ways to calculate an index. An index based solely on stock prices is called a "price weighted index." This type of index ignores the importance of any particular stock or the company size.


A "market value weighted" index, on the other hand, takes into account the size of the companies involved. That way, price shifts of small companies have less influence than those of larger companies.


Another type of index is the "market share weighted" index. This type of index is based on the number of shares, rather than their total value.


Index As Investment Tool


Another huge function of indexes is that they can function as investment instruments in and of themselves. Mutual funds based on an index duplicate the holdings of the underlying index. Thus, if index A rises by 1%, the Index A Mutual Fund rises by 1%. This has the tremendous advantage of lower costs. Plus these index funds have been shown to generally outperform managed funds.


The Big Indexes


One of the best-known indexes in the world is the Dow Jones Industrial Average. It is a "price-weighted average" index composed of the stocks of 30 of the most influential companies in America. Some feel that 30 companies are not enough to form an accurate assessment for so influential a measurement, but it is reported around the globe daily nevertheless.


The Standard & Poor 500 Index is based on 500 United States corporations, carefully chosen to represent a broader picture of economic activity.


Beyond the United States, the most influential index is the FTSE 100 Index, based on 100 of the largest companies on the London Stock Exchange. It is 1 of the most important indexes in Europe. 2 other important indexes are France's CAC 40 and Japan's Nikkei 225.

Bush seeks to provide a remedy by focusing on two angles: making coverage more available by reforming the tax code and to provide federal funding to states with an abundance of low-income and hard-to-insure residents. The latter plan would seek to deliver basic, affordable private health insurance to applicable residents.


Bush intends for the two solutions to stymie the reliance on government-run health care. Bush hopes that his plan will foster the opportunity for Americans to be more in control of their medical decisions. Critics of Bush’s plan say that the lower income population would not benefit from this plan because they will still not be likely to afford the premiums even if they do have a plan. Another vociferation is that the plan might force employers to lower or drop benefits in parts of the country where premiums are the highest and in small business sectors.


Congressional Implementation


Congress will also attempt to peer into the health care problem. The federal government will address many nursing specific bills in the near future:


- The Nursing School Capacity Act of 2007 will allow research to focus on the constraints encountered by schools of nursing in relation to admitting and graduating nurses sufficient in meeting the pressing health care needs of Americans, assess if entry-level graduates are pleased with their schooling preparation, and evaluate salary and benefit structures within the field.


-The Nurse Education, Expansion, and Development Act of 2007would give nursing schools funds to add to their faculty, maintain facilities, purchase equipment, and recruit students. This bill would provide over $255 million over the period of three years.


-The Medicaid Advanced Practice Nurses and Physician Assistants Access Act of 2007, seeks to expand access under the Medicaid fee-for-service program. Currently, pediatric nurse practitioners and family nurse practitioners qualify, but the bill seeks to include all nurse practitioners, CNSs, and physician assistants as primary care providers.

By putting a premium on grooming and training your trade show booth staff, you can rest easy they will be performing at their best.


The first step in your company’s trade show venture, then, is to recognize the importance of the trade show booth personnel. The second step is to invest in the training of your booth people.


To launch this process, make sure you get executive “buy in”. If top management respects and values their trade show team, then face - to - face training skills become effective. Remember the key value of exhibiting at the trade show is to engage real people about real products/services in real time. A typical company representative can often hold meaningful conversations with about 3 or 4 people in a Ѕ hour at a trade show as opposed to spending an entire day in the conventional field selling process.

Hill has conducted trade show training for many companies for shows around the world and closeby to home at the Henry J Kaiser Convention Center in Oakland, to Moscone Center in San Francisco to Convention Centers in Santa Clara and San Jose. A better way to prepare and protect america for catastrophes

Contrary to popular belief, the epicenter of the strongest earthquake to ever strike the continental U. S. was not in California, but in Missouri. It was so powerful that it changed the course of the Mississippi River.


Twenty states, including Hawaii and every state that borders the Atlantic Ocean and Gulf of Mexico, face the threat of hurricanes every year.


As the population of the U. S. has swelled, so has the risk of Americans facing a catastrophe, whether it's a tornado, hurricane, flood or earthquake.


Home values have also increased in areas prone to natural disasters, and many of those homeowners have their net worth tied up in their homes. This puts their biggest financial asset at risk.


Hurricanes Katrina and Rita revealed America is not as prepared for natural disasters as it should be. While we can't stop them from occurring, we can do a better job preparing and protecting America from their consequences.


National coalitions such as Pro tectingAmerica. org, comprised of emergency management officials, first responders, disaster relief experts, insurers and others, are advocating ideas that would help prepare Americans to deal with the consequences of natural disasters before they occur.


One solution is the creation of privately funded, government - sponsored catastrophe funds. These funds would accumulate money in advance of catastrophes, and would be funded by a portion of the insurance premiums collected by private insurers. At the state level, the funds could cover restoration from local disasters. At the federal level, there could be a catastrophe fund that covers losses that can't be covered by one state. Money would not be accessed until needed, and would grow tax-free to help pay for future losses.


Besides catastrophe funds, other solutions could include strengthening first responders, improving building codes, and sensible land use policies.


While a better solution is still in the works, there are some things you can do now to prepare for catastrophes:


• Become familiar with your community's disaster preparedness plan and develop a plan for your family.


• Prepare an emergency supply kit including a three-day supply of bottled water, nonperishable food, a manual can opener, paper plates, cups, utensils, first-aid kit, flashlight and battery-operated radio with extra batteries.


• Organize documents in waterproof containers. Include financial information, important phone numbers, wills, insurance policies, immunization records and passports.


• Prepare an inventory of your personal property and videotape your household contents.


Teaching teens about money management

More and more young adults are falling into debt. In fact, more students drop out of college as a result of credit card debt than academic failure; they find themselves in debt and are unable to get jobs to pay that debt off.


From the latest electronic gadgets to high-priced clothing and accessories, teenagers are being seduced into buying items they can't afford. According to a study conducted by a major credit card company, 78 percent of parents say their high school student does not have a budget.


More than 83 percent of college students have at least one credit card, with an average balance of $2,300. Compounding the problem, the average college student receives an estimated 15 credit card solicitations per week.

Knee-exercise-33

From youth to old age, knee exercise is important to maintaining strength and mobility. In our younger days, movement is easy, because the knee has not taken much abuse. As we age, activities like walking and climbing stairs become more strenuous, for several reasons. When muscles are not exercised enough, joints and tissues become inflamed, padding between bones wears away, and arthritis may become a factor. Fortunately, these pains can be eased with moderate, controlled knee exercise. Check with your doctor before doing any of these exercises.


The type of knee exercise that's right for you depends upon your age.


Younger people can be more aggressive, while older folks should be fairly gentle. Whichever age group you're in, start out slowly. Quickly jumping into any exercise can cause unnecessary strain on joints, and can cause pulled muscles.


It's best to warm up outside. For both young and old, start by slowly but firmly walking around. This loosens muscles before beginning exercise. The cardinal rule of knee exercise is no bouncing! Bouncing damages knees and accomplishes nothing. Because the types of knee exercise are radically different between age groups, we'll break them down into two sections. The first section is for older folks.


After walking around for a few minutes, you should be warmed up enough to begin some stretches. If you don't want lie on the ground, return indoors. Stretch yourself out, then get in a comfortable position in which your upper back and neck are supported. Placing a pillow under both knees, slowly lift one leg up, bending the knee slightly. Gently lower the leg. Repeat, until you feel a slight burning sensation in your knee or the muscle above it, whichever comes first. Continue with the other leg in the same fashion. Don't overdo this exercise. The result could be thigh muscles so sore you can't walk without pain. This knee exercise strengthens the muscle, and stabilizes knees, allowing you to withstand longer periods of activity.


If you're young, use knee exercise to avoid problems later in life. When finished warming up, it's time to start your knee exercise. To develop good, strong muscles takes discipline. In the first few days, legs and knees may be sore, but that will go away. Start by doing a light jog, about 10 yards. This "wakes your knees up", as well as strengthening knee muscles. Take a short rest, rubbing the knees to relax them. Now, lying flat on your back, slowly pull your knee back to a point halfway up your belly. Return the leg to the original position, then repeat with the other leg. Don't rush, as quick movements can damage tissues.


Young or old, start out slowly, with gentle, steady motions. Remember, bouncing is the worst enemy of the knee. Don't exhaust yourself, or you risk days of pain or even long term damage. Just keep up your knee exercise program, and soon you'll be a fitter you!

There was uneasiness here, though, and Tiger felt it. Something was about to happen. Something bad.


Then two humans came in. He was put in a cage with them. He jumped up in the woman’s lap. He was put in a dark place that bumped and jostled. He heard strange, scary noises. He howled, and a male voice answered with noises he couldn’t understand.


Then there was light. And TERROR!


A small hand reached for him and tried to grab him. There were people he didn’t know; they all approached him. There was another cat that arched and spat.


Then, horror of horrors…


There was a dog!


Tiger fled. He fled down a long corridor and bolted through the first open door he found. He hid in the darkest place he could find…among soft and hard things he didn’t recognize. He heard voices. He heard the dog bark, and he shuddered. He heard the child’s high pitched voice, and a woman’s voice…which were easier to bear.


He hunkered down and remained as invisible and silent as he could.


ADOPTION IN HASTE


The staff of animal shelters greet people looking for new pets with both joy and misgiving. People walk between the cages, looking over each cat, and the staff hope they will select a cat that has been there for a long time.


But they know what the people are looking for; they are looking for kittens, not adult cats.


If there are no kittens, the customers will sometimes reluctantly choose an adult cat as a “consolation prize”, pay the adoption fees and cart him or her off…


Only to return the cat two or three days later.


“I’m sorry, but this cat just didn’t work out. We couldn’t fit it into the family.”


Or…


“This cat is just too wild. We need something tamer, something that will fit in.”


“What happened?” The staff member asks.


“The cat bolted and hid. It took us three days to find it, and when we finally did, we had to chase it all over the house before we caught it. We need something tamer; something that will fit in better.”


So go the sad tales of the returnees… but wait, it can be worse for cats adopted in other ways.


“The landlord won’t let me keep her, could you please take her in?”


People who adopt strays off the street, or a friend’s cat, many times don’t realize the full extent of the things they need to do for their new cat…

How to avoid high interest charge on your credit card

There is a credit term call grace period – it’s a period within which you may pay your bill without being charged interest. It’s usually a period of 25-30days before interest kicks in. Recently, most issuing companies are eliminating this grace period and instead offering a low fixed interest rate. The question now is – which one is better between grace period and low fixed interest rate?


It will be a bit difficult to have one answer that will favour everybody. Some prefer paying their bills in full within the normal grace period. To this group of people the grace period will be better. It will be advisable for them to shop for grace period cards and avoid no-grace-period cards.


Some banks do charge interest from the day they process your charge slip when you use your card to get cash. If you normally pay your bill in full you still need to shop for card that offers very low interest rate plus grace period, if you are to avoid interest charges on your account. However, for those that usually carry a balance each month, the low interest rate will be good for them. If you are in this group you can even shop for institutions that periodically offer cards with no fee for the first year.


Most issuing company often offers “premium” credit cards such as “goldcards” and Premier VISA. They are fancy cards that come with travel insurance benefit and extra protection when your card is lost or stolen. These institutions will rarely use the highly annual service fees which you will be subjected to as their marketing point. So it’s advisable to beware of these cards. There is no reason for paying such high service fees. As a matter of fact it did not really worth it if you can have a lower interest or grace period card.

Time management is the most important asset one can have these days, with the collapse of traditional values any person can find himself running a few, parallel different lives all at once. The one thing that all of these remedies have in common is that you, the transferee or both of you could be held liable for the costs of obtaining and enforcing the remedy.


Note: Another thing to think about. Over the years I have been involved in numerous asset search and recovery matters where the person
that the bank account, collectibles, stocks, bonds, real estate or other assets were transfered to ended up closing out, selling or otherwise transfering or encumbering the assets, leaving the original owner with nothing. No matter how much you trust someone today you never know what the future will bring.



Other services offer to set up a revocable living trust. They state that the assets then will belong to the trust and be protected from your creditors. As any competent attorney will advise you, this theory is completely false. Since the assets placed in the trust are yours and since you control the trust then you and the trust are the same thing and a creditor can go after any assets placed in the trust. While a revocable living trust may not be a fraudulent transfer, neither is it a way to protect your assets from creditors.



I am not saying that all asset protection companies are worthless or might get you into trouble. I assume that there are some excellent and knowledgeable asset protection companies out there. I just would feel safer getting advice directly from an attorney.



The best way to find out if your assets can be protected and if protecting them is worth the cost is to seek the advice of an attorney who specializes is asset protection, debt collection, estate planning or, in certain cases, bankruptcy law. In some cases the attorney will provide a free or low cost consultation.

Danger - banks ahead

Banks are the most unsafe institutions in the world. Worldwide, hundreds of them crash every few years. Two decades ago, the US Government was forced to invest hundreds of billions of Dollars in the Savings and Loans industry. Multi-billion dollar embezzlement schemes were unearthed in the much feted BCCI - wiping both equity capital and deposits. Barings bank - having weathered 330 years of tumultuous European history - succumbed to a bout of untrammeled speculation by a rogue trader. In 1890 it faced the very same predicament only to be salvaged by other British banks, including the Bank of England. The list is interminable. There were more than 30 major banking crises this century alone.


That banks are very risky - is proven by the inordinate number of regulatory institutions which supervise banks and their activities. The USA sports a few organizations which insure depositors against the seemingly inevitable vicissitudes of the banking system.


The FDIC (Federal Deposit Insurance Corporations) insures against the loss of every deposit of less than 100,000 USD. The HLSIC insures depositors in saving houses in a similar manner. Other regulatory agencies supervise banks, audit them, or regulate them. It seems that you cannot be too cautious where banks are concerned.


The word "BANK" is derived from the old Italian word "BANCA" - bench or counter. Italian bankers used to conduct their business on benches. Nothing much changed ever since - maybe with the exception of the scenery. Banks hide their fragility and vulnerability - or worse - behinds marble walls. The American President, Andrew Jackson, was so set against banks - that he dismantled the nascent central bank - the Second Bank of the United States.


A series of bank scandals is sweeping through much of the developing world - Eastern and Central Europe to the fore. "Alfa S.", "Makedonija Reklam" and TAT have become notorious household names.


What is wrong with the banking systems in Central Eastern Europe (CEE) in general - and in Macedonia in particular? In a nutshell, almost everything. It is mainly a crisis of trust and adverse psychology. Financial experts know that Markets work on expectations and evaluations, fear and greed. The fuel of the financial markets is emotional - not rational.


Banks operate through credit multipliers. When Depositor A places 100,000 USD with Bank A, the Bank puts aside about 20% of the money. This is labelled a reserve and is intended to serve as an insurance policy cum a liquidity cushion. The implicit assumption is that no more than 20% of the total number of depositors will claim their money at any given moment.


In times of panic, when ALL the depositors want their money back - the bank is rendered illiquid having locked away in its reserves only 20% of the funds. Commercial banks hold their reserves with the Central Bank or with a third party institution, explicitly and exclusively set up for this purpose.


What does the bank do with the other 80% of Depositor A's money ($80,000)? It lends it to Borrower B. The Borrower pays Bank A interest on the loan. The difference between the interest that Bank A pays to Depositor A on his deposit - and the interest that he charges Borrower B - is the bank's income from these operations.


In the meantime, Borrower B deposits the money that he received from Bank A (as a loan) in his own bank, Bank B. Bank B puts aside, as a reserve, 20% of this money - and lends 80% (=$64,000) to Borrower C, who promptly deposits it in Bank C.


At this stage, Depositor A's money ($100,000) has multiplied and become $244,000. Depositor A has $100,000 in his account with Bank A, Borrower B has $80,000 in his account in Bank B, and Borrower C has $64,000 in his account in Bank C. This process is called credit multiplication. The Western Credit multiplier is 9. This means that every $100,000 deposited with Bank A could, theoretically, become $900,000: $400,000 in credits and $500,000 in deposits.


For every $900,000 in the banks' books - there are only 100,000 in physical dollars. Banks are the most heavily leveraged businesses in the world.


But this is only part of the problem. Another part is that the profit margins of banks are limited. The hemorrhaging consumers of bank services would probably beg to differ - but banking profits are mostly optical illusions. We can safely say that banks are losing money throughout most of their existence.


The SPREAD is the difference between interest paid to depositors and interest collected on credits. The spread in Macedonia is 8 to 10%. This spread is supposed to cover all the bank's expenses and leave its shareholders with a profit. But this is a shakey proposition. To understand why, we have to analyse the very concept of interest rates.


Virtually every major religion forbids the charging of interest on credits and loans. To charge interest is considered to be part usury and part blackmail. People who lent money and charged interest for it were ill-regarded - remember Shakespeare's "The Merchant of Venice"?


Originally, interest was charged on money lent was meant to compensate for the risks associated with the provision of credit in a specific market. There were four such hazards:


First, there are the operational costs of money lending itself. Money lenders are engaged in arbitrage and the brokering of funds. In other words, they borrow the money that they then lend on. There are costs of transportation and communications as well as business overhead.


The second risk is that of inflation. It erodes the value of money used to repay credits. In quotidian terms: as time passes, the Lender can buy progressively less with the money repaid by the Borrower. The purchasing power of the money diminishes. The measure of this erosion is called inflation.


And there is a risk of scarcity. Money is a rare and valued object. Once lent it is out of the Lender's hands, exchanged for mere promises and oft-illiquid collateral. If, for instance, a Bank lends money at a fixed interest rate - it gives up the opportunity to lend it anew, at higher rates.


The last - and most obvious risk is default: when the Borrower cannot or would not pay back the credit that he has taken.


All these risks have to be offset by the bank's relatively minor profit margin. Hence the bank's much decried propensity to pay their depositors as symbolically as they can - and charge their borrowers the highest interest rates they can get away with.


But banks face a few problems in adopting this seemingly straightforward business strategy.


Interest rates are an instrument of monetary policy. As such, they are centrally dictated. They are used to control the money supply and the monetary aggregates and through them to fine tune economic activity.


Governors of Central Banks (where central banks are autonomous) and Ministers of Finance (where central banks are more subservient) raise interest rates in order to contain economic activity and its inflationary effects. They cut interest rates to prevent an economic slowdown and to facilitate the soft landing of a booming economy. Despite the fact that banks (and credit card companies, which are really banks) print their own money (remember the multiplier) - they do not control the money supply or the interest rates that they charge their clients.


This creates paradoxes.


The higher the interest rates - the higher the costs of financing payable by businesses and households. They, in turn, increase the prices of their products and services to reflect the new cost of money. We can say that, to some extent, rather than prevent it, higher interest rates contribute to inflation - i. e., to the readjustment of the general price level.


Also, the higher the interest rates, the more money earned by the banks. They lend this extra money to Borrowers and multiply it through the credit multiplier.


High interest rates encourage inflation from another angle altogether:


They sustain an unrealistic exchange rate between the domestic and foreign currencies. People would rather hold the currency which yields higher interest (=the domestic one). They buy it and sell all other currencies.


Conversions of foreign exchange into local currency are net contributors to inflation. On the other hand, a high exchange rate also increases the prices of imported products. Still, all in all, higher interest rates contribute to the very inflation that are intended to suppress.


Another interesting phenomenon:


High interest rates are supposed to ameliorate the effects of soaring default rates. In a country like Macedonia - where the payments morale is low and default rates are stratospheric - the banks charge incredibly high interest rates to compensate for this specific risk.


But high interest rates make it difficult to repay one's loans and may tip certain obligations from performing to non-performing. Even debtors who pay small amounts of interest in a timely fashion - often find it impossible to defray larger interest charges.


Thus, high interest rates increase the risk of default rather than reduce it. Not only are interest rates a blunt and inefficient instrument - but they are also not set by the banks, nor do they reflect the micro-economic realities with which they are forced to cope.


Should interest rates be determined by each bank separately (perhaps according to the composition and risk profile of its portfolio)? Should banks have the authority to print money notes (as they did throughout the 18th and 19th centuries)? The advent of virtual cash and electronic banking may bring about these outcomes even without the complicity of the state.
